Fudge was born October 29, 1952, in Cleveland, Ohio. She has a B.S. from Ohio State University and a J. D. from Cleveland Marshall College of Law (Cleveland State University). A practicing attorney, she also served as an aide to Rep. Stephanie Tubbs Jones in the early 1990s. She was elected mayor of Warrensville Heights in 2000, thus becoming the city's first black executive. She served as mayor until 2008.
