California's 9th congressional district is a congressional district in the U.S. state of California that covers a significant portion of Stockton and surrounding areas since 2011 as a result of California Citizens Redistricting Commission. Before then, it covered the East Bay portion of the San Francisco Bay Area. It includes the cities of Oakland, Piedmont and Berkeley, among others. The district is currently represented by Democrat Barbara Lee. The district is highly racially diverse and heavily left-leaning, typically voting for Democratic candidates. The district has a Cook Partisan Voting Index score of D+38, making it California's most partisan and most Democratic district. John Kerry won the district in 2004 with 85.9% of the vote.
