H.R.1283 - Military Readiness Enhancement Act of 2009
- tboome : There is another, although not frequently discussed, reason for abolishing DADT and that is PTSD as a result of Military Sexual Trauma. While current statistic show this as a larger problem for women than men, I believe that the numbers for men go under reported due to the additional social stigma, especially for heterosexual men. As a man who was sexually assaulted in the military, it was not a homosexual but a heterosexual superior with a wife and kids who used his authority to force me into having sex with him under risk of being labeled a homosexual. Since the doctor patient confidentiality is not applicable in the military the stress from having to serve with the perpetrator of the assault results in stress, depression, and PTSD. Allowing homosexuals and bisexuals to serve openly may not eliminate the problem completely, but it will remove a major obstacle to reporting it.
- Icon : The number of cosponsors doesn't really matter in terms of lawmaking, but it's a helpful way for the Speaker (or Minority Leader) to gauge how much support a particular bill has so the know whether or not they should push for it.
The bill doesn't need 218 cosponsors, but if it has 218 cosponsors it sends a signal that it's probably safe to put it on the floor and call a vote.
The real reason this bill has not come to the floor for a vote is the Chairman of the Armed Services Committee is Ike Skelton, who doesn't want to see the bill passed and won't let it get through committee.
Based on some statements from Barney Frank and Nancy Pelosi, it may end up getting passed as an amendment to this year's Defense Authorization Bill, making this bill redundant.
