That seems like a narrow exception of groups from being persecuted. But I have to say that if this bill could be reworded to focus on organizations, corporations, or other established entites whose mission whether directly or indirectly stated, is to &quot;terrorize&quot; American citizens with violence then I would be more in support of it.  This would include White Seperatist, Pro-life organizations that have been linked to violence, as well as some local police.  Though I'm pretty sure that isn't what they were thinking when writing it up.  Though I would think it would be unconstitutional, both against the first and second amendment.
