I am writing as your constituent in the 1st Congressional district of New Hampshire. 

 I oppose H.R.822 - National Right-to-Carry Reciprocity Act of 2011, and am tracking it using OpenCongress.org, the free public resource website for government transparency and accountability.

I know the most recent action for this bill is as follows: &quot;Received in the Senate and Read twice and referred to the Committee on the Judiciary.&quot; on Nov 17, 2011

Rep. Guinta's most-recent roll call vote on this bill was 'Aye'.

2nd Amendment: 
&quot;A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.&quot; 

Admittedly, this amendment is awkwardly phrased and often misinterpreted.  However, it DOES guarantee the right for a citizen to bear arms, but because it specifically refers to the individual State, the State, in which the citizen resides, administers to and is arbiter of the terms and conditions of such ownership by default of the 10th Amendment, due to the fact that those terms are intentionally NOT specified within the 2nd Amendment or elsewhere within the Constitution. 

10th Amendment: 
&quot;The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.&quot; 

This bill, HR 822, negates the will of the people with regards to HOW they wish to empower and secure that constitutional right within their respective state.  I believe that to implement this bill would set a very dangerous precedent that would further erode the abilities of the respective states to self govern, in fact, Im reasonably convinced this particular issue was specifically chosen for that very reason.

I hope you respectfully consider this Constitutional position.
