This bill implements a policy with two obvious benefits: 1. Improved education for pre-schoolers (see Head Start) 2. Day care for working parents. This is a huge issue especially for single parents who typically can't find good quality and affordable day care for their children as they work.

I can't say I trust this FCC to act in the interests of the consumer. That said, if they're given a specific enough mandate, they can be sued into action if necessary, or Congress can always pass more legislation to force their hand.
