I am writing as your constituent in the 29th Congressional district of California.  I oppose S.968 - PROTECT IP Act of 2011, and am tracking it using OpenCongress.org, the free public resource website for government transparency and accountability.

This Bill does not appear to provide any information as to whether or not a site 'accused' of infringing has the ability to defend itself prior to action being taken. Who is defining &quot;significant&quot;, &quot;enabling&quot;, or &quot;facilitating&quot;? Considering the amount of data that can get caught up in an innocent recording, sites that use bots to gather links, or where the majority of content is provided by users, that is a worrisome oversight in the definitions.

I am also concerned that the bill allows for an injunction with no time limit or allowance for the site owner to respond worrisome. Legislation should be targeted at the offenders of a specific, provable crime, rather than strong-arming third parties to police all content when such an action may not be financially feasible. 

I doubt such a bill would impact the parties responsible for such infringement, making this action useless as best and damaging to sites not intentionally targeted by this legislation at worst.

I do not believe that is an acceptable outcome.

I am writing as your constituent in the 29th Congressional district of California.  I oppose H.R.3261 - Stop Online Piracy Act, and am tracking it using OpenCongress.org, the free public resource website for government transparency and accountability.

I do not disagree with the idea and motives behind protecting intellectual property; but after reading the full text of the bill it seems the most harm can instead be inflicted upon innocent Americans.

I object to the seemingly unlimited scope of the bill, with the usage of &quot;including&quot; meaning &quot;including, but not limited to&quot;. No apparent definition of the term &quot;willful', among others. Providers that voluntarily remove sites based on a 'reasonable belief' will be protected from litigation is outrageous. The potential for misuse as damage is unacceptable. A &quot;reasonable belief' is not only not defined, but places the expectation of providers to police their sites. What about actual evidence? Although a large company might be able to withstand such an action, what about small businesses or entrepreneurs that depend on internet storefronts for their income? The ability to mount a defense may also require funds such a business does not have access to, making the situation favor the plaintiff. In such situations Justice is not blind nor equal.

I also do not appreciate the creation of more government interference that seems to appear in this bill - although the money is supposed to come from existing funds, aren't we in trouble enough with more debt than can be paid?
