We have a registry - it is called the library of congress. It works well. This orphaned works legislation is severely flawed and allows copyright infringers far too much leeway while failing to protect the legitimate owners of the works. See the furor in industry groups like Advertising Photographers of America, ASMP, etc./ Their concerns are legitimate and this legislation would trample the rights of those who creat cpyrighted materials everyday.
