Bill provisions
The House-passed version of H.R. 3619 is a comprehensive update to Coast Guard missions and authorities. The version passed by the Senate, however, is a much lighter version.

House action
The bill was introduced into the House by Rep. James Oberstar (D-MN-8) on September 22, 2009. The Committee on Transportation reported the bill out on October 16, 2009 (H. Rept. 111-303, Part I) The bill was passed in the house on October 23, 2009 on Roll No. 813, 385-11.[1]

Senate action
The Senate passed the bill by unanimous consent with an amendment.[1] The amendment substituted the text of S. 1194, as reported by the Committee on Commerce, Science, and Transportation, with modifications. In so doing, the version of H.R. 3619 passed by the Senate is really the text of the bill S. 1194. Differences between the versions passed by the House and Senate will be addressed in conference committee.
Resolution
The House and Senate worked out the differences between the bills, and by October 4, 2010, the identical bill had passed both houses and was presented to the President.
Signing
President Obama signed the bill into law on October 15, 2010.[2]
