Description: "Passage, over President Bush’s Dec. 12, 2007, veto, of a bill to reauthorize and expand the State Children’s Health Insurance Program for five years, expanding the program by $35 billion. The $60 billion cost over 5 years would be offset by raising the tax on cigarettes by 61 cents, to $1 per pack, and raising taxes on other tobacco products. Families earning up to three times the Federal poverty level would be eligible. It also would require the Social Security Administration to verify the citizenship of all applicants and require states to phase out coverage of childless adults by the end of 2008. The House was unable to override President Bush’s second veto, confounding Democrats’ plans to expand publicly funded health coverage to an additional 4 million low-income kids" (Original scorecard available at: http://www.adaction.org/pages/publications/voting-records.php) | |

Description: "Being able to take a child to the doctor for regular check-ups and immunizations is fundamental to a middle-class standard of living. Yet, steeply rising costs over the past several years have made health coverage unaffordable, not only for the poor, but also for a growing number of middle-class families. Since 2000, the premium that the average American employee pays for health coverage has risen more than 83%, increasing more than four times faster than wages. At the same time, more employers are dropping insurance plans entirely, and coverage is even more expensive for Americans who must purchase it themselves on the open market. SCHIP has been highly successful at reducing the number of uninsured children, but a lack of funding has limited its reach, leaving 9 million American children uninsured in 2006. The shortfall has consequences, not only for children’s individual health and well-being, but for society as a whole, which bears the cost of preventable emergency room visits from children who never got preventive care. By renewing SCHIP and expanding it to more low- and middle-income children, this bill offers children a healthy start in life." Description: "This bill calls for $50 billion in new funding for the program that far exceeds the $5 billion requested by the President. In addition to greatly expanding a program that was originally designed to be a limited contribution to State health services, this bill would be a giant step toward government controlled health care. “Nay” votes are scored."
