Bill Winney was a Republican candidate in the 2008 congressional elections for the At-Large Congressional District (map) of Wyoming. He was seeking the Republican nomination to replace incumbent Rep. Barbara Cubin (R-Wyo.). He was defeated in the primary that took place on August 19, 2008.
