This page is an OpenCongress community project. We are seeking to get each U.S. senator on-record with their position on the anti-privacy provisions of the Cyber Intelligence Sharing and Protection (CISPA) Act (known as "whipping the vote" in DC-speak). By forcing votes out into the open, the public has a greater opportunity to give their senators feedback before the vote.

You can help by selecting a senator below and contacting them by phone or email (via OpenCongress' Contact Congress feature). When calling on the phone, be sure to identify yourself as a constituent, and give your mailing address for verification. Please be polite, and ask the senator's staff what the senator's position is on the House's CISPA bill and the other bills in the Senate that contain similar provisions: the SECURE IT Act (S.2151), the Cybersecurity Act (S.2105), and the Cybersecurity Information Sharing Act (S.2102). Specifically, ask if they support or oppose the information sharing provisions in these bills that would invalidate consumer privacy laws and allow corporations to share personal user information with the government without a warrant. If they indicate their position, use the key below to categorize the answer (we'll go ahead and count co-sponsors of any of these bills as in favor until they pledge to vote against the bills unless the information sharing provisions are removed). If they don't, urge them to vote "no" unless the information sharing provisions are stripped out.

If someone has already recorded the senator's position, contact them again! The more calls/emails they get, the more they'll pay attention. If their position hasn't changed, please note your contact on the CISPA Senate contact log so everyone can track their responses.

Tips on calling/emailing 		Received this email response from Senator Hoeven: I believe Congress must address the serious threat that cybersecurity attacks pose to our national security, but it should do so in a manner that maintains Americans' privacy rights and minimizes the burden of new regulations on citizens and businesses. As a strong supporter of Fourth Amendment rights, I certainly understand your concerns that internet privacy could be impacted by cybersecurity legislation.

On August 2, 2012, the Senate voted to invoke cloture on the Cybersecurity Act of 2012 (S. 3414), which would have prevented the consideration of amendments to the underlying bill. In order to address the above issues, among other concerns with the bill, Senators should be permitted to consider amendments, accordingly, I joined 45 of my colleagues in opposing cloture. As a result, did not receive the 60 votes necessary to end debate on this legislation. As cybersecurity legislation receives further consideration in the 113th Congress, please be assured I will work towards responsible cybersecurity policy that ensures our national security while protecting the rights of citizens.
