Background

The bill proposes to amend the Energy Policy Act of 2005 to provide for the U.S. government to underwrite the development of coal-to-liquid projects for transport fuel with loan guarantees, amend the Energy Policy and Conservation Act to require the the Secretaries of Energy and of Defense to evaluate the feasibility of including coal-to-oil fuels in the Strategic Petroleum Reserve, authorize the Secretary of Defense to allow the development of storage facilities in one or more military bases and provide funds for the Air Force Research Laboratory to test coal-to-liquids fuels for aviation uses and amend Armed Forces law to authorize the development of coal-to-liquids projects on or near military bases. The bill also proposes to amend the Internal Revenue Code to provide favorable tax treatment for coal-to-liquids projects.[1]
