SUMMARY: “An act to regulate and improve the civil service of the United States”

-Established a bipartisan three-man Civil Service Commission to be appointed by the President, and instructed the Commission to formulate and administer competitive examinations for determining the fitness of applicants for Federal appointments

-Further provided that no Federal employee was under “any obligation to contribute to any political fund… and that he will not be removed or otherwise prejudiced for refusing to do so.” This Act also made it [a] crime from any Federal employee to solicit campaign funds from another Federal employee.

SUMMARY: “An Act Reclassifying the salaries of postmasters and employees of the Postal Service, readjusting their salaries and compensation on an equitable basis, increasing postal rates to provide for such readjustment, and for other purposes”

-Largely revised and codified the provisions of the earlier statutes, with little substantive change, except for the deletion of the primary election regulations; continued the disclosure requirements for multistate political committees and House and Senate candidates; changed the expenditure limitations to conform to State law where applicable or (for Senate candidates) $10,000 or three cents for each vote cast in the last general election for that office, up to $25,000, and (for House candidates), $2,500 or three cents for each vote cast in the last general election for that option, up to $5,000

These same public officials were also prohibited from actively participating in political campaigns, soliciting or accepting contributions from work relief employees, and from making use of official authority or favors in order to interfere with or influence the outcome of Presidential or congressional elections

-Broadened the President’s power to place firms necessary to the war effort under the control of the Government, and made it illegal for a union to strike any war industry. Declared that in plants not essential to the war effort, unions had to observe a 30-day cooling-off period before they could call a strike, and outlawed monetary contributions by unions to political campaigns and candidates

-Automatically expired six months after World War II ended

-Intended to lessen candidate dependence on private money by providing public funds instead

-Established the Presidential Election Campaign Fund to provide Federal subsidies to Presidential candidates on an optional basis in the general election (beginning in 1976)

-Major party candidates were to receive an amount equal to 15 cents multiplied by the voting age population, minor party or new party candidates were to get an amount in proportion to the votes they received in the previous (or retroactively, in the just concluded) election; candidates taking public funds must abide by expenditure limit, equal to amount major party candidate is entitled to (hence major party candidates can accept no private funding)

-Program to be funded through an optional $1 checkoff on the Federal income tax return ($2 on joint returns) beginning with calendar year 1972; established a tax credit of up to $12,50 ($25 on joint returns) on half the amount of political contributions in a tax year and an alternative tax deduction of up to $50 ($100 on joint returns) on the full amount of political contributions

-Placed a ceiling on the amount of money a candidate for President, Vice President, the House, or the Senate may spend for radio and television time and other forms of political advertising, and require full disclosure of campaign contributions and expenditures; and restrict candidates to a maximum of 10 cents per eligible voter, or $50,000, whichever is greater, for all forms of media advertising

-Allowed Federal judges for the first time to review decisions by the Government to classify certain materials and order payment of attorneys’ fees and court costs for plaintiffs who won suits seeking information under the act.

-Set deadlines for agencies to respond to a request for information under the law and required that they publish a uniform set of fees for providing documents.

-Required agencies to publish their indexes of final opinions on settlements of internal cases, policy statements, and administrative staff manuals, or if they were not published to furnish them upon request to any person for cost of duplication.

SUMMARY: "An Act to amend the Presidential Transition Act of 1963 to provide for a more orderly transfer of executive power in connection with the expiration of the term of office of a President."

-Revises public funding procedures for expenses involved in the transition of power between outgoing and incoming Presidential administrations.

-Increases the authorizations for transition expenses and indexes future transition funding to an appropriate measure of inflation.

-Limits acceptance of private donations, and requires the President-elect and Vice President-elect to disclose to GSA for auditing purposes the sources, amounts, and uses of all public and private assistance received for transition planning.

-Requires disclosure of information about transition personnel with authority to contact Federal agencies on behalf of the incoming Administration.

-Extends from 30 to 120 days the period that executive branch vacancies may be filled temporarily in positions requiring Presidential nomination.

SUMMARY: "An Act to extend and revise rulemaking authority with respect to government securities under the Federal securities laws, and for other purposes."

-Permanently extends Department of Treasury rulemaking authority over capital adequacy and recordkeeping for Government securities brokers and dealers, and authorizes the Department of Treasury to require persons holding large numbers of to-be-issued or recently issued Treasury securities to report their holdings.

-Authorizes SEC to prescribe rules to prevent fraudulent, deceptive, or manipulative acts by Government securities brokers and dealers.

-Authorizes financial institution regulatory agencies to prescribe rules for financial institutions regarding purchase and sales of Government securities.

-Authorizes the National Association of Securities Dealers to promulgate, subject to SEC approval, rules on sales practices for Government securities dealers.

-Requires SEC to report on progress in promoting timely public dissemination of prices and other market information regarding Government securities.

-Requires government securities brokers and dealers whose accounts are not insured by the Securities Investor Protection Corp. to disclose this information to customers.

-Requires the Department of Treasury to operate an automated system for the auction of Government securities.

-Provides for open meetings of the Treasury Borrowing Advisory Committee of the Public Securities Association established to advise the Department of Treasury, Federal Reserve Board, or Federal Reserve banks on the marketing and sale of Government securities.

-Title III, the Limited Partnership Rollup Reform Act of 1993, amends the Securities Exchange Act of 1934 to revise protections for limited partners in certain limited partnership (LP) "rollup" transactions involving the reorganization of one or more LPs into a corporation or other new entity.

-Requires that all proxy solicitations and tender offers made in connection with LP rollups be conducted in accord with rules to be promulgated by SEC.

-Requires registered securities exchanges and automated quotation systems to develop rules to protect the rights of dissenting limited partners in rollup transactions.

-Establishes an Office of Compliance to promulgate rules, offer counseling and mediating services to Congressional employees who claim violations of employment protections, and adjudicate unfair employment practice claims if counseling and mediation fail to resolve them.

-Permits Congressional employees to file actions in Federal district court if counseling and mediation fail to resolve unfair employment practice claims.

-Makes technical and conforming amendments to the Government Employee Rights Act of 1991.

-Prohibits Senators and Senate employees from converting to personal use frequent flyer and other travel awards accrued on official travel.

SUMMARY: "An Act to curb the practice of imposing unfunded Federal mandates on States and local governments; to strengthen the partnership between the Federal Government and State, local and tribal governments; to end the imposition, in the absence of full consideration by Congress, of Federal mandates on State, local and tribal governments without adequate funding, in a manner that may displace other essential governmental priorities; and to ensure that the Federal Government pays the costs incurred by those governments in complying with certain requirements under Federal statutes and regulations, and for other purposes."

-Requires that Congress and Federal departments and agencies assess the financial impact on State, local, and tribal governments and the private sector of Federal laws and regulations that mandate nonfederal spending.

-Amends the Congressional Budget and Impoundment Control Act of 1974 to require Congressional authorizing committees to request and publish CBO estimates of the costs and benefits of legislation requiring nonfederal spending above specified levels.

-Provides that it shall not be in order in the House or Senate to consider any bill that would result in State, local, or tribal expenditures above a specified amount, unless commensurate Federal funding is provided.

-Requires Federal departments and agencies to issue statements assessing the costs and benefits of proposed rulemaking that would result in nonfederal spending above a specified amount, and to permit input about the proposed rules from State, local, and tribal officials.

-Requires the Advisory Commission on Intergovernmental Relations to study and issue recommendations for reducing existing Federal mandates.

-Revises requirements for lobbyists to file disclosure statements with the Secretary of the Senate and the Clerk of the House of Representatives.

-Requires lobbyists having contact with legislative or executive branch officials to register with and submit to the Senate Secretary and the House Clerk reports on clients represented, receipts and expenses involved, and legislative objectives being pursued.

-Directs the Senate Secretary and the House Clerk to develop computerized filing systems and simplified disclosure forms to facilitate the registration process and maximize public access.

-Repeals the so-called Ramspeck Act which authorized certain former Congressional employees to be appointed to career civil service positions on a noncompetitive basis.

-Amends the Ethics in Government Act of 1978 to revise financial disclosure requirements for members of Congress.

-Prohibits former U.S. Trade Representatives and Deputy Trade Representatives from representing foreign entities, and amends the Trade Act of 1974 to prohibit appointment to those positions of any person who has represented any foreign entity in trade negotiations or disputes with the U.S.

-Amends the Central Intelligence Agency Act of 1949 and the Inspector General Act of 1978 to require that Federal employees and contract employees who wish to report wrongdoing regarding intelligence activities to Congress first report the wrongdoing to the appropriate agency inspector general, who would in turn report it to the agency head who would transmit it to the Congressional committees responsible for intelligence oversight.

-Establishes restrictions on the use of so-called soft money contributions which are not required to be reported under Federal law.

-Raises limits on campaign contributions.

-Requires individuals responsible for certain election-related broadcasts to disclose their names and principal places of business to the Federal Election Commission, and restricts funding by corporations and labor unions for such broadcasts.

-Establishes restrictions on so-called issue ads that promote policies or ideas rather than specifically advocating the election or defeat of a particular political candidate.

-Expands prohibitions against political contributions by foreign nationals.

-Revises civil and criminal penalties for various election law violations.

-Amends the Communications Act of 1934 to revise requirements governing radio and television campaign advertising.

-Revises reporting and disclosure requirements for campaign filings made to the Federal Election Commission by candidates and party national committees.

SUMMARY: "Am Act to establish a program to provide funds to States to replace punch card voting systems, to establish the Election Assistance Commission to assist in the administration of Federal elections and to otherwise provide assistance with the administration of certain Federal election laws and programs, to establish minimum election administration standards for States and units of local government with responsibility for the administration of Federal elections, and for other purposes."

-Requires GSA to establish a program to provide funds to States to replace punch card and lever voting machines, and requires States receiving funds to take actions to ensure that new voting systems are compliant with the Voting Rights Act of 1965, the Voting Accessibility for the Elderly and Handicapped Act, the Americans with Disabilities Act and other acts.

-Establishes the Election Assistance Commission to assist in the administration of certain Federal election laws and programs, and transfers all functions of the Federal Election Commission Office of Election Administration to the new Commission.

-Establishes minimum election administration standards for State and local governments.

-Requires the Election Assistance Commission to develop a program to encourage students at higher education institutions to serve as nonpartisan poll workers, and establishes the Help America Vote Foundation to encourage secondary students to serve as nonpartisan pollworkers.

-Revises the DOD voting assistance program for military personnel and revises requirements for absentee ballots of other overseas U.S. citizens.

-Revises regulations under section 527 of the Internal Revenue Code providing limited tax-exempt status to certain political organizations operated primarily to directly or indirectly accept contributions or make expenditures for certain political functions, including influencing the election or appointment to any public office, or the elections of presidential or vice-presidential electors.

-Exempts certain State and local candidate and party committees from a requirement to report their section 527 status to IRS.

-Exempts State and local political action committees which are required under State law to report contributions and expenditures from a requirement to file contribution and expenditure reports with IRS.

-Repeals certain tax return filing requirements for political organizations, and directs the Department of Treasury, in consultation with the Federal Election Commission, to publicize reporting requirements for section 527 organizations.

-Authorizes the Department of Treasury to waive, under certain conditions, amounts imposed on political organizations for failure to file a notice of section 527 status or a contribution and expenditure report.

-Revises current statutory provisions regarding noncompliance with section 527 requirements and modifies disclosure requirements for section 527 organizations, including a provision directing IRS to make available on the Internet information contained in contribution and expenditure reports filed by section 527 organizations.

-Provides that notices, reports, or returns already filed with IRS by section 527 organizations in compliance with current law are to remain public information.
