Congressman Yarmuth cosponsors H.R. 4054, the Benefit Rating Acceleration for Veterans Entitlements (BRAVE) Act, which will make it easier for disabled veterans receiving VA benefits to also receive Social Security disability benefits.
The day’s legislation includes the final Conference Report on the FY10 Commerce-Justice-Science Appropriations Act, which includes funding for two projects requested by Congressman Yarmuth: $300,000 for mobile data computers for the Louisville Metro Police Department and $100,000 in funds to provide educational support and delinquency intervention for at-risk youth in Louisville.

Congressman Yarmuth will join Majority Whip James Clyburn for their weekly meeting.
10:00 AM: After introducing the LEARN Act earlier this month to create a comprehensive national literacy program, Congressman Yarmuth will join a hearing of the Early Childhood, Elementary and Secondary Education Subcommittee on improving the literacy skills of children and young adults.
1:30 PM: The Subcommittee on Social Security holds a hearing on disability claims backlogs and the efforts of the Social Security Administration to address these problems.
Congressman Yarmuth attends the Governing Magazine Awards Ceremony in Washington, where Kentucky State Auditor Crit Luallen will be honored as a “Public Official of the Year.”
Congressman Yarmuth introduces new legislation that would make it easier for consumers to take advantage of energy-efficiency tax credits included in the Recovery Act. Making more windows and doors eligible for the credit, the legislation would also spur job creation at window and door manufacturers while saving American families on long-term energy costs.
The House will consider the Medicare Physician Payment Reform Act. This legislation repeals pending reductions in Medicare reimbursement rates for physicians and provides for the development of a new payment system, ensuring seniors have access to their doctors while meeting pay-as-you-go requirements in order to not contribute to the deficit.

Joining other members of the Congressional Populist Caucus, Congressman Yarmuth meets with former Senate Majority Leader Tom Daschle for a discussion on health care reform legislation currently being considered in Congress.
Congressman Yarmuth joins several of his colleagues in urging President Obama to make Sudan a priority in his negotiations with China - a major supplier to the governing regime in Khartoum.
10:00 AM: Democratic Members of the Committee on the Budget hold a briefing on reducing the federal deficit with John Podesta, CEO of the Center for American Progress and Bob Greenstein, Executive Director of the Center on Budget and Policy Priorities.
Congressman Yarmuth cosponsors H.R 1378, which develops guidelines that help schools and early childhood education programs manage the risk of food allergies among their students.
Speaker Pelosi will meet with Congressman Yarmuth and other members of his class of Majority Makers.
The day’s legislation includes the Fire Grants Reauthorization Act, providing for funds to local fire departments and emergency medical services for the purchase of equipment to help these local services hire and retain personnel.

In honor of Supreme Court Justice and Louisville native Louis D. Brandeis, Congressman Yarmuth introduces H.Res. 905, recognizing the 70th Anniversary of Brandeis’ retirement from the Court.
Democratic Members of the House Ways and Means Committee meet to discuss current legislative priorities.
Visitors include representatives from the City of Jeffersontown, the Lung Cancer Alliance, and Humana.
4:30 PM: Terry Meiners will do his weekly check-in with Congressman Yarmuth on 84 WHAS.
The House will consider H.R. 1839, authorizing and funding the SCORE program, which provides free mentoring and counseling services to small business owners. Last week, the Louisville chapter of SCORE awarded Congressman Yarmuth an honorary membership for his work in growing and developing small businesses in Louisville.
Also before the House is H.R. 1242, legislation that provides expanded oversight powers to officials monitoring the usage of Troubled Asset Relief Program funds.

Congressman Yarmuth and fellow Members of Congress call on the Commerce, Justice, and Science Appropriations Conference Committee to maintain $100 million in funding for Youth Mentoring Grants that provide critical support to national, regional, and local mentoring programs, such as the Big Brothers, Big Sisters and the Boys and Girls Club.
The day’s legislation includes a continuing appropriations resolution for FY2010.

Rep. Yarmuth, Rep. Jared Polis (CO-2), and Senator Patty Murray (WA) will introduce the LEARN Act – major legislation which will create a comprehensive, national literacy program to ensure children from birth to twelfth grade have the reading and writing skills necessary for success in school and beyond. The product of months of work with national and local literacy groups, the House and Senate Education Committees, and the Obama Administration, the legislation seeks to address serious deficiencies in reading nationwide. In Jefferson County alone, up to 35 percent of elementary school students, 42 percent of middle school students, and 38 percent of high school students score at less than proficient reading levels. The LEARN Act would authorize funding to invest in new and existing high-quality literacy programs at the state and local levels.
Congressman Yarmuth will join Majority Whip James Clyburn for their weekly meeting.
The House will consider the Small Business Financing and Investment Act of 2009, which will increase the size of loans offered to small businesses and expand the availability of loans to more borrowers, particularly focusing on developing businesses in low-income areas and those in need of help due to the recent economic downturn.

Congressman Yarmuth joins several of his House colleagues in urging the leadership of the Senate and House Armed Services Committees to retain provisions in the FY10 Defense Authorization Bill that provide assistance to veterans and members of the Armed Services who may be suffering from Post Traumatic Stress Disorder. The provisions include increasing the number of behavioral health personal in the Defense Department and required mental health screenings for active duty personnel before and after deployment.

Congressman Yarmuth joins Majority Whip James Clyburn for their weekly meeting.
1:30 PM: Representatives from the Louisville-based National Safe Place organization visit Washington, D.C. to join Congressman Yarmuth for the launch of their new TXT 4 Help program, which will give young people in danger the opportunity to get assistance by sending a text message to a Safe Place number.
Visitors include local representatives from the Kentucky Distillers’ Association, the National Association of Secondary School Principals, the American Supply Association, and the American Benefits Council.
The House will consider the Conference Report for FY10 Homeland Security Appropriations, which includes $500,000 requested by Congressman Yarmuth to support the Louisville Fire Department’s plan to purchase back-up power generators at 19 of its 21 fire stations.

1:00 PM: The newly-confirmed director of the National Institutes of Health, Dr. Francis Collins, will meet with Congressman Yarmuth at NIH headquarters in Bethesda, Maryland and lead a tour of the agency’s facilities, highlighting the investment of federal recovery act funds in research and development in new and on-going NIH initiatives.
Congressman Yarmuth works to finalize details of his LEARN Act – major legislation which would create a comprehensive, national literacy program to ensure children from birth to twelfth grade have the reading and writing skills necessary for success in school and beyond. In another initiative aimed at improving literacy rates nationwide, the U.S. House takes up H. Congressman Yarmuth and Mayor Jerry Abramson announce that $1.5 million in funds from the American Recovery and Reinvestment Act will be used to synchronize traffic signals on some of Louisville’s major suburban roads. Signals along Shelbyville Road, Preston Highway, Dixie Highway, and Hurstbourne Lane are among those that will be upgraded with new software and hardware funded by ARRA dollars.

Congressman Yarmuth will join Majority Whip James Clyburn for their weekly meeting.
There are 19 days remaining before the October 13 FEMA application deadline for damages suffered in the aftermath of the severe flooding of August 4th. 11,432 Louisvillians have inquired with FEMA about receiving assistance and over $27.8 million in federal aid has already been approved for the area. Individuals still wishing to inquire about aid can call (800)621-FEMA for more information.
Visitors include the Catholic Conference of Kentucky.
The day’s legislation includes the Small Business Administration Extension Act and the Surface Transportation Extension Act of 2009.

Congressman Yarmuth will join Majority Whip James Clyburn for their weekly meeting.
To mark the 222nd Anniversary of the ratification of the United States Constitution, Congressman Yarmuth will highlight the significance of Article 1 of that in a speech on the floor of Congress.
The day’s legislation includes the Student Aid and Fiscal Responsibility Act, which would end federal subsidies to private companies that issue federal student loans. The estimated savings will provide $634.1 million more to Kentucky and $101 million to Louisville to increase maximums on federal student loans and keep interest rates low for Kentucky students.

For a second day in a row, Congressman Yarmuth and the Democratic Members of the House Ways and Means Committee meet to discuss health care reform legislation.
Congressman Yarmuth cosponsors H.R. 3404, the Emergency Unemployment Compensation Extension Act of 2009. This legislation would renew the current benefits extension and add an additional 13 weeks of eligibility for states facing high unemployment rates, including Kentucky.
The day’s legislation includes a bipartisan House Resolution recognizing the victims of the terrorist attacks of September 11, 2001.

12:00 PM: Congressman Yarmuth joins Mike Muldoon, the Executive Director of the Health Enterprise Network, for a Louisville Forum discussion on health care.
After a busy district work period that included one of the nation’s largest town hall meetings on health care reform, Congressman Yarmuth returns to Washington.
Congressman Yarmuth joins dozens of colleagues in the House and the Senate calling on Secretary of State Hillary Clinton to work with the Guatemalan government to allow over 900 American families to complete the adoption process in spite of newly imposed restrictions. Many of these families were nearly finished with the adoption process when Guatemala imposed quotas on foreign adoptions, leaving many children outside of the care of a permanent family during extended delays.
Legislation for the day includes H.R. 3165, the Wind Energy Research and Development Act, which establishes demonstration programs to improve wind turbine technologies.
