Michael Lumpkin was the Democratic nominee in the 2008 congressional elections for the 52nd Congressional District (map) of California. He was the Democratic nominee for the open seat previously held by Rep. Duncan Hunter (R-Calif.). He won primary elections which took place on June 3, 2008, but lost the November general election to Hunter's son, Duncan D. Hunter.
Michael D. Lumpkin is a proven leader who served as the former Deputy Commander, Joint Special Operations Task Force-Arabian Peninsula for Operation Iraqi Freedom. Mike has also deployed to Afghanistan, the Horn of Africa, and the Philippines in support of our nation’s ongoing Global War on Terrorism.
Mike has a Master’s Degree in National Security Affairs and he is recognized by the Department of Defense as a specialist in both the Western Hemisphere and Special Operations/Low Intensity Conflict.
As a Navy SEAL, Mike served eight operational tours and one as Commanding Officer of a Team. Two of these assignments were in the Republic of Panama. In Latin America, he was formally recognized by the Armed Forces Preparedness Association for his Outstanding Contributions to National Security while conducting counter-narcotics operations.
Mike also served as the Officer in Charge of the training and readiness of all West Coast SEAL Teams. The Teams he trained performed magnificently in the invasion of both Afghanistan and Iraq while sustaining no casualties.
Mike’s final assignment in the military was in United States Special Operations Command Office of Legislative Affairs in Washington, D.C. where he served as liaison to the United States Congress on policy and appropriation issues supporting our nation’s Special Operations Forces.
During his 21 years of service, Mike has received over 40 commendations and awards and was selected for promotion to Captain (O-6) in 2007. Mike retired from the Navy in the summer of 2007 in order to continue his service to our nation as the 52nd District’s next Congressman.

Mike is a lifelong native San Diegan who comes from a proud history of hard work and service. He was born in Oceanside and grew up in Vista. Mike’s parents owned and operated a small business in Vista for over 20 years. Mike’s father is also former Marine and firefighter. His parents instilled these values in Mike and his brother, Scott.
After graduating from Vista High School, Mike worked to put himself through college at University of California, San Diego. After college, Mike attended Officer Candidate School and was commissioned as an Ensign in the United States Navy. Mike’s brother also chose a life of service. Scott is an active duty Air Force Chief Master Sergeant who has served his country for over 17 years.
Mike and his wife Jill are longtime residents of Jamul. Mike has been involved in his community of Deerhorn Valley as a past President of the Deerhorn Valley Volunteer Fire Station Auxiliary and as a member of the Deerhorn Valley Volunteer Fire Station Community Service Zone Committee.
Mike and Jill are outdoor enthusiasts and enjoy their East County, rural lifestyle. They share their home with a menagerie of horses, dogs, and cats. Mike and Jill have a son who is a Special Agent for California’s Department of Justice, a wonderful daughter-in-law, and two beautiful granddaughters.
