Note: The National Journal rates each vote as "liberal" (L) or "conservative" (C) based on its outcome. Votes are weighted on a scale of 1 to 3 (1 being the lowest and 3 the highest) based on how each vote fits into the overall pattern of votes. Votes have been divided into the categories of economic, social, and foreign policy.[1]
