Overview
The Office of Personell Management is the Federal government's human resources department. They are dedicated to "recruiting, retaining, and honoring a worldclass workforce to serve the American people."

This section contains a wealth of information on salaries and wages between 1994 and 2011. It also has basic salary schedule tables for many, although not all, years between 1949 and 1994.
The more recent salary information contains specific sections on special pay schedules for a variety of positions.

Open OPM is the agency's portal for transparency, participation, and collaboration. The main page contains links to news releases, the Open OPM blog, and frequently asked questions.

Forms
OPM aggregates their electronic forms onto one page http://www.opm.gov/forms/ The provide links to a variety of standard forms, optional forms, OPM forms, Retirement and insurance forms, investigations, and Federal Employees Group Life Insurance forms. They also provide links to browse forms from other Federal agencies.

Recovery @OPM

OPM aimed to use ARRA funds to "support government-wide agency efforts to develop and maintain a Federal workforce and leadership structure drawn from the diversity of this Nation."
The administration's intent was to investing Recovery Act dollars with an unprecedented level of transparency and accountability". To this end, OPM provides access to reports outlining ARRA funds recieved and spent. These reports exist for weeks between 2/22/2009 and 2/12/2010, although many reports contain no data.

Reports
OPM's reports portal provides links to routine and special reports issued by the OPM. In addition, it includes reports to the President on selected topics and annual and special reports to Congress. They also provide a link to their "publication database" with the disclaimer that it may contain publications not included in their reports portal

Pay Agent's Annual Report to the President On Locality Pay

The President has designated the Secretary of Labor and the Directors of the Office of Management and Budget and the Office of Personnel Management to serve as the President's Pay Agent. The Pay Agents must submit an annual report to the president on the locality pay program. This page includes reports for 2003-2012.
Hispanic Employment Statistical Reports

The OPM is required to issue reports on the progress of Hispanic employment in the Federal workforce. The annual reports contain information on representation of Hispanics in the Federal government and information on best practices within Federal agencies. The page contains annual and semi-annual reports released from 2002-2010.

The Federal Student Loan Repayment Program page contains a variety of information for those looking to repay Federal student loans. It also contains reports to congress on agencies' use of the program from FY2002 to FY2009.
Performance & Accountability Reports (PAR)

These reports contain detailed information on OPM's audited financial statements and performance results achieved. The reports are meant to measure how well OPM is managing their programs and finances. The page includes a single report for each year between FY 2000 and FY 2007. Three seperate reports are provided for each year between FY 2008 - FY 2010.
Recruitment, Relocation, and Retention Incentives

OPM submits annual reports to Congress on the agencies' use of the recruitment, relocation, and retention incentive authorities in 5 U.S.C. 5753 and 5754. The reports provide data on and describes use of the incentives during the specified calendar year. This page contains reports for Calendar years between 2005-2008.

Capital Asset Plans
Capital Asset Plans are used to make quantitative decisions about budgetary resources and qualitative assessments about programming processes. The consist of several sections. Personal Identity Verification (PIV)
Homeland Security Presidential Directive 12 mandates the development and implementation of a government wide standard identification card for Federal employees and contractors. Every agency was required to release a report including metrics outlining their progress towards complying with the directive. OPM's can be found here: Card Issuance Report (OMB M-07-06)

Inspector General - Semiannual Reports

The OIG submits semiannual reports to Congress describing their activities during six-month reporting periods. Included online are reports from 1999-2011 as well as management responses from 2002-2003 and 2005-2011. Management Responses are not available for the periods between October 1998 - September 2001 and April 2003 - September 2004.

Contains information on OPM's 2010-2015 strategic plan. As well as an IT strategic plan, and a Strategic Sustainability Performance report. Also included are links to strategic plans for 1999, 2002-2007, and 2006-2010. Federal Investigative Services
The "Federal Investigative Services (OPM-FIS) provides investigative products and services for over 100 Federal agencies to use as the basis for suitability and security clearance determinations as required by Executive Orders and other rules and regulations. OPM provides over 90% of the Government's background investigations, conducting over two million investigations a year."
Federal Investigations Notices

Reports
Reports includes surveys, studies, and other documents on a variety of subjects related to the SES. There are currently only two reports on the page 2008 SES Survey Results and a summary report on the Thought Leader Forum. Demographics
This section provides a breakdown of the SES' demographic make up. It also provides a link to the Historical Fact Book, which has demographic data going back to 1997.

This section provides descriptive data on the SES. It includes performance data and address data.
Performance data includes current and historical information on rating, pay, and awards data for members of the SES. Reports are available for FY2005-FY2009
Address data includes lists of SES members name, title, and mailing address. The information is organized in alphabetical order based on agency name.
Plum Book
The United States Government Policy and Supporting Positions, commonly known as the Plum Book, is published shortly after every presidential election. The book lists over 9,000 civil service leadership and support positions (filled and vacant) in the Legislative and Executive branches of the Federal Government that may be subject to noncompetitive appointments.
The most recent Plum book is posted online at http://www.gpoaccess.gov/plumbook/index.html The last update was done in November 2008, immediately after the election of President Obama.
