Passage of a bill to increase permanently … Passage of a bill to increase permanently the membership of the House of Representatives to 437 by granting a seat to the District of Columbia and an additional seat to Utah. The new members would be chosen in special elections. The bill also would add one seat to the Electoral College for Utah, for a total of 539 votes. A “non-severability clause” provides that, if any provision of the bill is invalidated by a court, the entire bill would be invalid. a court, the entire bill would be invalid.
