Description: "Passage of a bill to reauthorize the State Children’s Health Insurance Program (SCHIP) at nearly $60 billion over five years, expanding the program by $35 billion. To pay for the cost of this expansion, the bill would increase the federal tax on cigarettes by 61 cents to $1 per pack and raise taxes on other tobacco products. Program eligibility would be limited to families earning up to three times the federal poverty level. It would require the Social Security Administration to verify the citizenship of all applicants and require states to phase out coverage of childless adults by the end of 2008."
