"Adoption of the concurrent resolution to allow discretionary spending of up to $1 trillion in fiscal 2009, plus $70 billion for the wars in Iraq and Afghanistan, and $5.8 billion for hurricane recovery, while assuming a budget surplus in fiscal 2012 and 2013. It would call on the Ways and Means Committee to report two bills: one to reduce fiscal 2009 revenue by $70 billion, allowing for an AMT patch, offset over five years; and the other to reduce mandatory spending by $750 million over six years.
