Cell Phone Bill Shock Act of 2011 - Requires the Federal Communications Commission (FCC) to promulgate regulations requiring a commercial mobile service provider to:
(1) notify a subscriber who has used in excess of a certain percentage of the monthly limit of specified services (voice minutes, text messages, or data megabytes) agreed to in a service contract;
(2) obtain a subscriber's consent before it allows the subscriber to use such services in excess of the monthly limit; and
(3) ensure that the subscriber is not charged for any such notice or any consent.
