Miller was born May 7, 1954 in Detroit, Michigan. She attended Macomb County Community College in Warren, Michigan and Northwood Institute for Business Management. She served as a trustee on the Harrison Township, Michigan Board, 1979-1980 and was Harrison Township supervisor, 1980-1992. She was treasurer of Macomb County, Michigan, 1992-1994.
