Connolly was born March 30, 1950, in Boston. he has a B.A. from Maryknoll College and an M.P.A. from Harvard University. He was elected Chairman of the Fairfax County Board of Supervisors on November 4, 2003. Prior to that, he served nine years as the Providence District Supervisor.
